ORGANIZATIONAL CONTEXT:
Over more than a decade, Syria has faced a relentless crisis that has driven hunger and humanitarian needs to unprecedented heights. The convergence of ongoing insecurity, widespread displacement, economic deterioration, infrastructural damage, and inadequate basic services has severely heightened vulnerability among men, women, and children. According to the 2023 Humanitarian Needs Overview (HNO), a staggering 12.9 million people, or 55% of the population, are food insecure, including 3.1 million facing severe food insecurity. Additionally, 2.6 million people are at imminent risk of becoming food insecure. In today’s Syria, the minimum wage can only afford a fifth of a family’s food needs.
In this dire context, the presence of the World Food Programme (WFP) remains vital. Under its current Country Strategic Plan (2022-2025), WFP continues to provide life-saving and transformative assistance through emergency and targeted food assistance, nutritional support for vulnerable women, girls, and children, early recovery efforts, school feeding programmes, and support for humanitarian partners. Additionally, WFP is innovating service delivery mechanisms to ensure additional transparency and accountability to the communities it serves. Faced with reduced funding, WFP is transitioning to a prioritized assistance framework and seeks energetic, self-driven, and passionate individuals to support its vision of an agile, responsive, and above all person-centric operation.
JOB PURPOSE:
The programme associate will provide support in execution and technical analyses to policy and programme activities that effectively meet the needs of the nutrition program for NWS Operation. This entails working closely with the Program Policy Officer and Head of Program/RAM to assist in the development and implementation of nutrition specific and nutrition sentitive activites, in addition to providing support in the coordination and follow up with internal and external stakeholders to ensure timely and quality implementation of nutrition and school feeding activities.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive)
Under the direct supervision of the Program Policy Officer at Area Office and technical guidance of the Nutrition Officer in Syria CO (Damascus), the incumbent will:
Provide technical support and assistance in the development and implementation of the various nutrition and school feeding activities and processes supporting its alignment with WFP’s policies and guidelines.
Support the identification of potential partners and partnership negotiations to ensure a collaborative and holistic approach to meeting program needs.
Participate and represent WFP in Nutrition and Education Clusters, Stratetig Advisory Group/s, technical working group meetings, consultations, etc.
Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
Collect and analyse data on programme implementation, to identify emerging trends/gaps aimed at improving programme implementation and informing future planning.
Support head of section in the timely management of programme resources, identifying the gaps and challenges and come up with suggestions
Manage programmatic updates through specific databases/ platforms to ensure information is accurate, organised, and available for others to access. Document and report on best practices and lessons learned.
Support coordination and communication with cooperating partners, UN agencies and I/NGOs to ensure efficient delivery of nutrition activities.
Support the capacity building of WFP staff, cooperating partners and other relevant stakeholders within the scope of nutrition programmes.
Act as a point of contact for resolution of operational queries and problems related to the different activities of the nutrition programmes.
Support in the development and review of Field Level Agreements for nutrition activities.
Organise and undertake field missions to view implementation of activities and inspect and ensure compliance with WFP’s quality standards.

Support the monitoring of the programme, in coordination with M&E, to cater to arising findings and required corrective measures, in addition to acting as a focal point for nutrition related data entry within the corporate systems.
Assist in information management and monthly reporting on programmatic data to adhere to reporting requirements including ACR and sitrep, among others. (Reports may be needed on a weekly or need-basis).
Assist in preparation of governorate-wise, partner-wise, monthly and periodical allocation plans. Analyze and prepare projections for food/nutrition commodities and non-food items to ensure timely call forward and/or local procurement.
Assist in assessing programme performance including achievement of planned targets;
Support in developing sensitization materials for various nutrition specific and nutrition sensitive programmes
Perform other tasks and duties as required.
QUALIFICATIONS AND EXPERIENCE: Education:
Completion of secondary school education.
A p ost-secondary certificate in the related functional area like Social sciences, Human Nutrition, Dietetics, Public Health, Health or related fields/equivalent qualification/s, with supplemented short term courses and working experience in Nutrition and Food security is desirable.
Experience:
At least six (6) years of progressively responsible clerical, or program field work in community, or area development, of which at least one year was closely related to nutrition, food security, planning and monitoring , or humanitarian work
Knowledge and Skills:
Solid coordination, communication and organisational skills
Strong attention to details
Ability to work in a team environment
Ability to take initiative to research and resolve issues
Language::
Fluency in both oral and written communication in the UN language in use at the duty station (English) and in the duty station’s language. Given the context, fluency in both oral and written communication in Arabic is required for this position.
