ORGANIZATIONAL CONTEXT: In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.
The Syria Country Office has an office in Mersin, Turkiye which focuses on the remote implementation of operational activities.
The HR Associate will deliver a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services. The HR Associate will provide services to all Syria Country Office’s employees based in Turkiye.
JOB PURPOSE: The incumbent will be based in Mersin, Turkiye and will be under the direct supervision of the Head of Office in Mersin and functional supervision of the HR Officer in Damascus. The incumbent will work closely with the HR team based in Damascus for alignment in the implementation of HR activities in recruitment, contracting, entitlements, performance management, learning and development. The incumbent will also coordinate with the HR team of the Turkiye Country Office for local services. The HR Associate will provide services to all Syria Country Office’s employees based in Turkiye.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients.
Responsible to complete end-to-end recruitment processes for positions in the duty stations of coverage. Guide hiring managers on their roles and recruitment principles.
Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood.
In coordination with the HR team in Damascus, issue offers of employments, prepare contracts, follow-up on end of contracts, process contractual and benefits updates in WFP systems (WINGS, PASport, HCM).
Responsible for ensuring accurate processing and recording of HR-related data related to time management and entitlements linked to presence in the area of operations.
Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, performance assessment due dates, etc.), ensuring compliance with the established deadlines and accuracy of HR data.
Identify evolving needs of the organisation and recommend changes in HR processes and procedures, to support improvements in HR services.
Analyse and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs. eVznCHS u7Aq4
Support activities in the areas of work allocated by the Head of Office and HR Officer in Damascus in compliance with relevant processes and procedures.
Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, recruitment documentation (matrix, selection reports, etc.), ensuring accuracy, compliance and meeting established deadlines.
Engage in strengthening a harmonious workplace through enhancing knowledge about WFP values and conduct policies.
Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards
Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

QUALIFICATIONS AND EXPERIENCE: Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: Six or more years of work experience in Human Resources with gradual responsibilities and including at least two years of experience in recruitment.
Knowledge and Skills::
Knowledge of general HR administrative work practices and methods gained through relevant technical training and experience.
Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries.
Ability to develop and maintain relationships with a wide range of individuals in order to provide a high-quality support service.
Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s).
Language:: Fluency in both oral and written communication of English and in Turkish.
